第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會第一次會議,共收(shou)到提(ti)案表126份,經提(ti)案委員會專題(ti)會議審議后,歸(gui)類整理(li)出64件(jian)提(ti)案、31個意見和建議、5個不立案議題(ti)。
具體(ti)情況如下:(一(yi)(yi))對(dui)符(fu)合黨和國(guo)家政策(ce)法規,學校(xiao)有條(tiao)(tiao)件(jian)(jian)辦(ban)理,又(you)確實需(xu)要(yao)辦(ban)理的提(ti)(ti)(ti)(ti)案(an),提(ti)(ti)(ti)(ti)案(an)委(wei)員會將(jiang)80個(ge)議(yi)(yi)(yi)(yi)題(ti)整理合并為(wei)64個(ge)正(zheng)式提(ti)(ti)(ti)(ti)案(an);(二(er))對(dui)一(yi)(yi)些不(bu)(bu)符(fu)合立(li)(li)案(an)要(yao)求但有參考(kao)(kao)價值的提(ti)(ti)(ti)(ti)案(an),提(ti)(ti)(ti)(ti)案(an)委(wei)員會將(jiang)41個(ge)議(yi)(yi)(yi)(yi)題(ti)匯總整理為(wei)31個(ge)意見(jian)和建(jian)(jian)議(yi)(yi)(yi)(yi),匯總后轉送有關(guan)(guan)職能部(bu)門(men),逐條(tiao)(tiao)向提(ti)(ti)(ti)(ti)案(an)人(ren)回復;(三(san))對(dui)屬于個(ge)人(ren)問(wen)題(ti)提(ti)(ti)(ti)(ti)案(an)、或提(ti)(ti)(ti)(ti)出的問(wen)題(ti)正(zheng)確,但已(yi)經(jing)解(jie)決(jue)的提(ti)(ti)(ti)(ti)案(an),以及(ji)一(yi)(yi)時(shi)沒(mei)有條(tiao)(tiao)件(jian)(jian)解(jie)決(jue)的,可向提(ti)(ti)(ti)(ti)案(an)人(ren)做(zuo)出解(jie)釋的提(ti)(ti)(ti)(ti)案(an),則(ze)不(bu)(bu)予立(li)(li)案(an)。(四(si))5個(ge)不(bu)(bu)立(li)(li)案(an)議(yi)(yi)(yi)(yi)題(ti):第(di)(di)一(yi)(yi),關(guan)(guan)于為(wei)來深探望(wang)子女的父(fu)母提(ti)(ti)(ti)(ti)供臨時(shi)住所(suo)的建(jian)(jian)議(yi)(yi)(yi)(yi)。不(bu)(bu)立(li)(li)案(an)原(yuan)因:學校(xiao)西(xi)麗湖校(xiao)區設有招(zhao)待(dai)所(suo),可以滿足需(xu)求;第(di)(di)二(er),關(guan)(guan)于建(jian)(jian)議(yi)(yi)(yi)(yi)學校(xiao)為(wei)各二(er)級學院單位配備急救箱的提(ti)(ti)(ti)(ti)案(an)。不(bu)(bu)立(li)(li)案(an)原(yuan)因:急救工(gong)作(zuo)(zuo)涉及(ji)面廣(guang),針(zhen)對(dui)性(xing)強(qiang),需(xu)要(yao)有資質的醫(yi)護人(ren)員正(zheng)確規范操作(zuo)(zuo),建(jian)(jian)議(yi)(yi)(yi)(yi)將(jiang)突(tu)發情況及(ji)時(shi)報告醫(yi)務室(shi)或校(xiao)外醫(yi)療機(ji)構處(chu)置;第(di)(di)三(san),關(guan)(guan)于清理辦(ban)公室(shi)毀壞(huai)桌(zhuo)椅的提(ti)(ti)(ti)(ti)案(an)。不(bu)(bu)立(li)(li)案(an)原(yuan)因:無明確地點;第(di)(di)四(si),關(guan)(guan)于修剪學校(xiao)內路邊的樹枝的提(ti)(ti)(ti)(ti)案(an)。不(bu)(bu)立(li)(li)案(an)原(yuan)因:屬于明喆物業綠(lv)化管理日常工(gong)作(zuo)(zuo);第(di)(di)五,關(guan)(guan)于校(xiao)門(men)增加校(xiao)區標識(shi),設計考(kao)(kao)慮建(jian)(jian)筑風水的提(ti)(ti)(ti)(ti)案(an)。不(bu)(bu)立(li)(li)案(an)原(yuan)因:不(bu)(bu)符(fu)合一(yi)(yi)事(shi)一(yi)(yi)議(yi)(yi)(yi)(yi)原(yuan)則(ze),其中一(yi)(yi)事(shi)提(ti)(ti)(ti)(ti)法亦不(bu)(bu)妥當(dang)。

二、提案受理情況
在(zai)落實提(ti)(ti)(ti)案辦(ban)理(li)(li)的(de)(de)過程(cheng)中(zhong),學校(xiao)工會多次(ci)召開(kai)提(ti)(ti)(ti)案工作委員(yuan)會會議,及(ji)時與有關的(de)(de)職能部門進行溝通,完成提(ti)(ti)(ti)案處理(li)(li)落實工作。
64件提(ti)案涉及到教(jiao)(jiao)學、科研、學生(sheng)、人事(shi)、行(xing)政教(jiao)(jiao)輔、生(sheng)活服務及其(qi)它等7個方(fang)面。其(qi)中(zhong)“(一)制作佩戴校徽;(二)開設“書院論壇”;(三(san))推(tui)進解決(jue)教(jiao)(jiao)職(zhi)工集(ji)資款(kuan);(四(si))進一步完善校園無線網絡覆蓋;(五(wu))新增校區(qu)電(dian)瓶車、方(fang)便師(shi)生(sheng)員工出(chu)行(xing)”等5件提(ti)案確定為(wei)2013年度學校為(wei)教(jiao)(jiao)職(zhi)工辦理的實(shi)事(shi)。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)(ti)案委(wei)員會(hui)是雙代會(hui)提(ti)(ti)案落(luo)實的最基本的工作(zuo)組織。本著(zhu)“提(ti)(ti)醒重視,溝通交流,推(tui)動(dong)進程”的工作(zuo)原則,對(dui)與(yu)多部門相關的提(ti)(ti)案,注重組織協調;對(dui)常規(gui)提(ti)(ti)案,逐一跟(gen)蹤檢(jian)查。一年來,在校分(fen)管領(ling)導的指導、各部門支持、以及全體委(wei)員和校工會(hui)共(gong)同努力下,較好地(di)履行了(le)職責(ze),順利地(di)完成了(le)工作(zuo)任(ren)務。
1.做好提(ti)案宣傳工作(zuo),使(shi)廣大(da)教職工和(he)(he)雙代會代表加深(shen)對提(ti)案價值(zhi)的認(ren)識:即提(ti)案是雙代會廣泛聯系群眾、集(ji)中(zhong)群眾智慧(hui)、吸引(yin)教職工參與學(xue)校民主(zhu)管理和(he)(he)民主(zhu)監督的一個重要途徑。
2.保證提案調研時間。嚴格執行雙代(dai)(dai)會相關規定,督促代(dai)(dai)表樹立(li)群眾(zhong)(zhong)意(yi)(yi)識,平時注意(yi)(yi)群眾(zhong)(zhong)反(fan)映(ying),為提案準備(bei)信息資源(yuan),及(ji)時反(fan)映(ying)教職工的意(yi)(yi)見和(he)建議。
3.準確把握提案(an)(an)的立案(an)(an)。凡是(shi)(shi)按要求提交的提案(an)(an)表,原則上都予以立案(an)(an)。對于沒有(you)立案(an)(an)的提案(an)(an),即(ji)使是(shi)(shi)個案(an)(an)或建議,本(ben)著實事求是(shi)(shi)的態度認真(zhen)對待(dai)和(he)處理。
4.不(bu)斷提(ti)高提(ti)案辦(ban)理的(de)(de)質量。一(yi)(yi)是規范提(ti)案辦(ban)理的(de)(de)程序;二是加(jia)大督辦(ban)的(de)(de)力(li)度(du),跟蹤落實,確保能解決的(de)(de)問題及時(shi)解決。一(yi)(yi)些因(yin)客觀原因(yin)一(yi)(yi)時(shi)做不(bu)到的(de)(de),則做好解釋(shi)工作(zuo),真正做到案案有回(hui)音,件件有交待。
5.推動承(cheng)辦(ban)(ban)單(dan)(dan)位實施“一把(ba)(ba)手(shou)”工(gong)程(cheng),確保交出(chu)滿(man)意(yi)(yi)“答(da)卷”。在提(ti)(ti)(ti)案(an)(an)辦(ban)(ban)理(li)(li)過(guo)程(cheng)中,絕大(da)多(duo)數承(cheng)辦(ban)(ban)單(dan)(dan)位一把(ba)(ba)手(shou)親自負(fu)責,親自過(guo)問,從嚴要求、從快辦(ban)(ban)理(li)(li),表現出(chu)對學(xue)校事業(ye)高度負(fu)責的(de)(de)態(tai)度。人(ren)事處承(cheng)辦(ban)(ban)提(ti)(ti)(ti)案(an)(an)14件(jian)、意(yi)(yi)見(jian)和(he)建議5個(ge);后勤基建處承(cheng)辦(ban)(ban)提(ti)(ti)(ti)案(an)(an)11件(jian)、意(yi)(yi)見(jian)和(he)建議12個(ge)。此類提(ti)(ti)(ti)案(an)(an)大(da)多(duo)是民生(sheng)話(hua)題,直接(jie)關系到(dao)師生(sheng)員工(gong)的(de)(de)切身(shen)利益(yi)。在接(jie)到(dao)提(ti)(ti)(ti)案(an)(an)后,兩個(ge)部(bu)門負(fu)責人(ren)分(fen)別(bie)帶領有關人(ren)員,認(ren)真分(fen)析原因(yin),限時辦(ban)(ban)理(li)(li),并加強與提(ti)(ti)(ti)案(an)(an)人(ren)溝通,爭取(qu)提(ti)(ti)(ti)案(an)(an)人(ren)的(de)(de)理(li)(li)解(jie)和(he)支持(chi)。
至2013年(nian)底,在(zai)(zai)(zai)各承辦部(bu)門的(de)大力支(zhi)持(chi)和配(pei)合下,已全部(bu)答復提案人。承諾為教(jiao)(jiao)職(zhi)(zhi)員(yuan)工辦的(de)年(nian)度(du)5件實(shi)事中(zhong),書(shu)院(yuan)論壇開始運作;電瓶車新增了3輛;校(xiao)徽在(zai)(zai)(zai)進(jin)(jin)一(yi)(yi)(yi)步(bu)的(de)改進(jin)(jin);校(xiao)園(yuan)無(wu)線網絡在(zai)(zai)(zai)進(jin)(jin)一(yi)(yi)(yi)步(bu)的(de)完善;教(jiao)(jiao)職(zhi)(zhi)工集資款(kuan)這一(yi)(yi)(yi)歷(li)史(shi)遺留問(wen)題正在(zai)(zai)(zai)處(chu)理(li)(li)中(zhong),學校(xiao)一(yi)(yi)(yi)如(ru)既往積(ji)極與上(shang)(shang)海思博職(zhi)(zhi)業技(ji)術學院(yuan)聯系,責(ze)成(cheng)校(xiao)內有關公(gong)司(si)(si)按公(gong)司(si)(si)法(fa)合法(fa)、合理(li)(li)、合情地(di)予以解決。3月20日,上(shang)(shang)海思博職(zhi)(zhi)業技(ji)術學院(yuan)黨政主(zhu)要領(ling)導帶隊來校(xiao)尋求解決途(tu)徑。我(wo)們將繼續跟蹤推進(jin)(jin),確保教(jiao)(jiao)職(zhi)(zhi)工的(de)合法(fa)權益。
綜(zong)上所(suo)述,上次會議64件(jian)(jian)提(ti)案中,不宜采(cai)用和難以落(luo)實(shi)的(de)共10項,占15.6%;其余(yu)54件(jian)(jian),已經(jing)(jing)落(luo)實(shi)和正在(zai)落(luo)實(shi)的(de)48件(jian)(jian),占75.0%;還有(you)正在(zai)論證(zheng),經(jing)(jing)過努(nu)力可以完成的(de)6件(jian)(jian),占9.4%。
提(ti)案(an)(an)委員會(hui)向提(ti)案(an)(an)人發(fa)出《提(ti)案(an)(an)反(fan)饋(kui)意(yi)見(jian)評價(jia)表》,對職(zhi)能部門承辦的64個(ge)提(ti)案(an)(an)給出“滿(man)意(yi)”、“不(bu)滿(man)意(yi)”、“無(wu)所謂”的評價(jia)意(yi)見(jian)。統計結果(guo)為(wei):2個(ge)提(ti)案(an)(an)被(bei)評“無(wu)所謂”,5個(ge)提(ti)案(an)(an)被(bei)評“不(bu)滿(man)意(yi)”,57個(ge)提(ti)案(an)(an)都被(bei)評為(wei)“滿(man)意(yi)”,提(ti)案(an)(an)反(fan)饋(kui)意(yi)見(jian)的滿(man)意(yi)度為(wei)89.1%。
五、存在問題和今后的打算
提案工作與(yu)過(guo)去相(xiang)比有進步,但仍然存在(zai)一些問(wen)題和不(bu)足(zu)。
1.個別(bie)提(ti)(ti)案承辦(ban)部門對所辦(ban)理的提(ti)(ti)案重(zhong)視程度不(bu)夠(gou),辦(ban)理過程拖拉,辦(ban)理質量不(bu)高。
2.雙代(dai)會代(dai)表提案工(gong)作(zuo)水平(ping)有待提高(gao),特(te)別是(shi)提案撰寫比較集中民生福利,而對學校(xiao)發展大局(ju)關注(zhu)度不夠。
針(zhen)對(dui)(dui)存在的問題,我們(men)提出改(gai)進工(gong)作(zuo)的措施:(1)加強(qiang)與提案(an)承辦部門(men)溝通,提升他們(men)對(dui)(dui)提案(an)落實(shi)工(gong)作(zuo)重要(yao)性的認識(shi);(2)在可(ke)能(neng)的條件下,對(dui)(dui)雙代(dai)會代(dai)表進行(xing)提案(an)方面的培訓學習,提高(gao)提案(an)工(gong)作(zuo)水平。
六、總結表彰
經工會委員會評選,2013年度4個“優秀提案(an)”和2個“提案(an)承(cheng)辦先進(jin)單(dan)位”分別是:
第(di)一,鄭永森、張(zhang)臻、蘇(su)文(wen)代(dai)表(biao)提(ti)(ti)出的(de)“開(kai)設‘書(shu)院(yuan)講壇’,推進書(shu)院(yuan)制改革和文(wen)化育人(ren)工作(zuo)”;第(di)二,麻(ma)小(xiao)紅、魯林華、施(shi)蓓、朱方來、鮑薇(wei)薇(wei)、邱浩、肖景文(wen)、王群、張(zhang)雷(lei)代(dai)表(biao)提(ti)(ti)出的(de)“公布學校教師集資款(kuan)運(yun)營狀態”;第(di)三,郭剛(gang)、吳鋒、余菲、李放、尹向東、陳燕代(dai)表(biao)提(ti)(ti)出的(de)“將(jiang)無線網絡覆蓋整個校區”;第(di)四,袁(yuan)述義、楊燕云、文(wen)小(xiao)龍(long)代(dai)表(biao)提(ti)(ti)出的(de)“制作(zuo)佩戴(dai)校徽”。
2013年度2個“提(ti)案承辦先進單位”分別是人事處、后勤基建處。
第二部分:本次雙代會提案和建議情況報告
按(an)照(zhao)學校(xiao)《教(jiao)職(zhi)工(gong)(gong)代(dai)(dai)表大(da)會(hui)(hui)工(gong)(gong)作(zuo)細則(ze)》和工(gong)(gong)會(hui)(hui)的有關(guan)規定,校(xiao)工(gong)(gong)會(hui)(hui)于(yu)今年(nian)3月初向學校(xiao)提交(jiao)了“關(guan)于(yu)召開第五屆(jie)教(jiao)代(dai)(dai)會(hui)(hui)暨第六屆(jie)工(gong)(gong)代(dai)(dai)會(hui)(hui)第二次會(hui)(hui)議的請(qing)示”,并于(yu)3月14日得到(dao)校(xiao)黨委(wei)批復,啟動大(da)會(hui)(hui)的籌(chou)備程序,給各分工(gong)(gong)會(hui)(hui)發出了向代(dai)(dai)表征集提案的通知。代(dai)(dai)表們圍繞學校(xiao)發展、人事(shi)制度改革以(yi)及教(jiao)職(zhi)工(gong)(gong)所關(guan)心的問題,認真思考,深入(ru)調研,廣(guang)泛聽取意見,負(fu)責(ze)任地提交(jiao)每一個(ge)提案。
截至3月25日,本(ben)次雙代會(hui)共收到99份(fen)提(ti)(ti)案(an)表(見附件2)。分為教(jiao)學、科研、學生、人事(shi)、行政教(jiao)輔、生活服務及其它等方面。會(hui)后,提(ti)(ti)案(an)工作委員會(hui)將本(ben)著務實革新精(jing)神(shen),對代表們提(ti)(ti)出的提(ti)(ti)案(an)進行歸類(lei)整理,認真(zhen)討論研究(jiu)是否(fou)立案(an),同時送校領導(dao)批(pi)示,提(ti)(ti)交相關職能(neng)部門落實辦理。
