第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會第一次會議,共(gong)收到提(ti)案(an)(an)表126份,經提(ti)案(an)(an)委員會專題會議審議后(hou),歸(gui)類(lei)整理出(chu)64件提(ti)案(an)(an)、31個意見和(he)建議、5個不立案(an)(an)議題。
具體情(qing)況如下:(一(yi))對(dui)符(fu)合(he)黨和國家政策(ce)法(fa)規(gui),學校(xiao)有(you)條(tiao)件辦(ban)理(li)(li),又確(que)實(shi)需(xu)要(yao)辦(ban)理(li)(li)的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)委(wei)員(yuan)會將(jiang)80個(ge)議(yi)(yi)題(ti)(ti)整理(li)(li)合(he)并為64個(ge)正式提(ti)(ti)(ti)案(an)(an)(an)(an)(an);(二(er))對(dui)一(yi)些不(bu)符(fu)合(he)立(li)案(an)(an)(an)(an)(an)要(yao)求(qiu)但有(you)參考價(jia)值(zhi)的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)委(wei)員(yuan)會將(jiang)41個(ge)議(yi)(yi)題(ti)(ti)匯總(zong)整理(li)(li)為31個(ge)意見和建議(yi)(yi),匯總(zong)后轉送(song)有(you)關(guan)職(zhi)能部門,逐條(tiao)向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)人(ren)回復;(三)對(dui)屬于(yu)個(ge)人(ren)問(wen)題(ti)(ti)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)、或提(ti)(ti)(ti)出的(de)(de)(de)問(wen)題(ti)(ti)正確(que),但已經解(jie)決(jue)的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),以及一(yi)時(shi)沒有(you)條(tiao)件解(jie)決(jue)的(de)(de)(de),可向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)人(ren)做出解(jie)釋(shi)的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),則不(bu)予立(li)案(an)(an)(an)(an)(an)。(四)5個(ge)不(bu)立(li)案(an)(an)(an)(an)(an)議(yi)(yi)題(ti)(ti):第(di)一(yi),關(guan)于(yu)為來深探望子(zi)女的(de)(de)(de)父母提(ti)(ti)(ti)供(gong)臨(lin)時(shi)住(zhu)所的(de)(de)(de)建議(yi)(yi)。不(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:學校(xiao)西(xi)麗湖校(xiao)區(qu)設有(you)招待所,可以滿足需(xu)求(qiu);第(di)二(er),關(guan)于(yu)建議(yi)(yi)學校(xiao)為各二(er)級學院單位配(pei)備急救箱的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:急救工作(zuo)涉及面廣,針對(dui)性強,需(xu)要(yao)有(you)資質(zhi)的(de)(de)(de)醫護(hu)人(ren)員(yuan)正確(que)規(gui)范操作(zuo),建議(yi)(yi)將(jiang)突發情(qing)況及時(shi)報告(gao)醫務室(shi)或校(xiao)外醫療機構處置(zhi);第(di)三,關(guan)于(yu)清理(li)(li)辦(ban)公室(shi)毀壞桌椅的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:無(wu)明確(que)地點;第(di)四,關(guan)于(yu)修剪學校(xiao)內(nei)路邊的(de)(de)(de)樹枝的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:屬于(yu)明喆物業綠化管理(li)(li)日常工作(zuo);第(di)五,關(guan)于(yu)校(xiao)門增(zeng)加校(xiao)區(qu)標識,設計考慮建筑風水的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因:不(bu)符(fu)合(he)一(yi)事一(yi)議(yi)(yi)原(yuan)(yuan)則,其中一(yi)事提(ti)(ti)(ti)法(fa)亦(yi)不(bu)妥當。

二、提案受理情況
在落實提(ti)案辦理的過程中,學校工(gong)會(hui)多次(ci)召開提(ti)案工(gong)作(zuo)委員會(hui)會(hui)議,及時與有關的職能部門進行溝通(tong),完成(cheng)提(ti)案處理落實工(gong)作(zuo)。
64件提(ti)案涉及到教(jiao)學、科研(yan)、學生(sheng)、人(ren)事、行政教(jiao)輔、生(sheng)活服務(wu)及其它等(deng)(deng)7個方面。其中(zhong)“(一)制作(zuo)佩(pei)戴校(xiao)徽;(二)開設“書院論壇”;(三)推進解決教(jiao)職工(gong)集資款(kuan);(四)進一步完善校(xiao)園(yuan)無(wu)線(xian)網絡覆蓋;(五)新增校(xiao)區電(dian)瓶車、方便(bian)師生(sheng)員工(gong)出行”等(deng)(deng)5件提(ti)案確定為(wei)2013年度(du)學校(xiao)為(wei)教(jiao)職工(gong)辦理的實(shi)事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)(ti)案委(wei)員會(hui)是雙代(dai)會(hui)提(ti)(ti)案落實的最基(ji)本的工作(zuo)(zuo)組(zu)織(zhi)(zhi)。本著(zhu)“提(ti)(ti)醒重(zhong)視,溝通交流,推(tui)動進程”的工作(zuo)(zuo)原則,對與多(duo)部門(men)(men)相關的提(ti)(ti)案,注重(zhong)組(zu)織(zhi)(zhi)協調;對常規提(ti)(ti)案,逐一跟蹤檢查。一年來,在校分管領導(dao)的指導(dao)、各部門(men)(men)支持(chi)、以及全(quan)體委(wei)員和校工會(hui)共同(tong)努力(li)下,較好地(di)履行了職(zhi)責,順利地(di)完成(cheng)了工作(zuo)(zuo)任務(wu)。
1.做好提(ti)(ti)案宣(xuan)傳工(gong)作,使廣大(da)教職(zhi)工(gong)和雙(shuang)代(dai)會代(dai)表(biao)加深對提(ti)(ti)案價(jia)值的認識(shi):即提(ti)(ti)案是(shi)雙(shuang)代(dai)會廣泛聯(lian)系群(qun)眾、集中(zhong)群(qun)眾智慧(hui)、吸引教職(zhi)工(gong)參與學校民主管理(li)和民主監(jian)督(du)的一個重要途徑。
2.保證提案(an)調研時(shi)間。嚴格執行雙代(dai)會相關規定,督促代(dai)表(biao)樹立群眾(zhong)意(yi)識,平時(shi)注意(yi)群眾(zhong)反映,為提案(an)準備信息資源,及時(shi)反映教職(zhi)工的意(yi)見和建議。
3.準確把握提(ti)案(an)(an)的(de)立案(an)(an)。凡是(shi)(shi)按(an)要求提(ti)交(jiao)的(de)提(ti)案(an)(an)表,原則上都予以立案(an)(an)。對于沒有立案(an)(an)的(de)提(ti)案(an)(an),即(ji)使是(shi)(shi)個案(an)(an)或(huo)建議(yi),本著實事求是(shi)(shi)的(de)態度認真(zhen)對待和處理(li)。
4.不斷提高(gao)提案(an)辦(ban)理的(de)質量。一是規(gui)范提案(an)辦(ban)理的(de)程序;二是加大督辦(ban)的(de)力度,跟蹤落實,確(que)保能解決(jue)的(de)問題及時解決(jue)。一些因客觀原因一時做不到(dao)的(de),則(ze)做好解釋工作,真(zhen)正(zheng)做到(dao)案(an)案(an)有回(hui)音,件(jian)(jian)件(jian)(jian)有交(jiao)待。
5.推動承(cheng)辦(ban)(ban)(ban)單位實施“一把(ba)手”工(gong)程(cheng),確保交出(chu)滿意(yi)“答卷”。在提(ti)(ti)案辦(ban)(ban)(ban)理(li)過(guo)程(cheng)中(zhong),絕大多數承(cheng)辦(ban)(ban)(ban)單位一把(ba)手親(qin)自負責,親(qin)自過(guo)問,從嚴(yan)要(yao)求、從快辦(ban)(ban)(ban)理(li),表現出(chu)對學校事(shi)業高度(du)負責的態度(du)。人(ren)事(shi)處承(cheng)辦(ban)(ban)(ban)提(ti)(ti)案14件(jian)、意(yi)見和(he)建議(yi)5個;后勤基建處承(cheng)辦(ban)(ban)(ban)提(ti)(ti)案11件(jian)、意(yi)見和(he)建議(yi)12個。此類提(ti)(ti)案大多是民(min)生話題,直接(jie)關系(xi)到師生員工(gong)的切身利益。在接(jie)到提(ti)(ti)案后,兩個部(bu)門負責人(ren)分別(bie)帶領有關人(ren)員,認真分析原(yuan)因,限時辦(ban)(ban)(ban)理(li),并(bing)加強與(yu)提(ti)(ti)案人(ren)溝(gou)通,爭取提(ti)(ti)案人(ren)的理(li)解和(he)支持。
至2013年底,在各承(cheng)辦部門的(de)大力支(zhi)持(chi)和配合(he)下,已全部答復提案人。承(cheng)諾為(wei)教職員工辦的(de)年度5件實事中,書院論壇開始運作;電瓶車(che)新(xin)增了(le)3輛;校徽在進一(yi)步的(de)改進;校園無線(xian)網絡在進一(yi)步的(de)完善(shan);教職工集資款(kuan)這(zhe)一(yi)歷史(shi)遺留問題正(zheng)在處理(li)中,學(xue)校一(yi)如既(ji)往積極與上海(hai)思(si)博職業技術(shu)(shu)學(xue)院聯(lian)系,責成校內有關公司按公司法(fa)(fa)合(he)法(fa)(fa)、合(he)理(li)、合(he)情地予以(yi)解(jie)決(jue)。3月20日(ri),上海(hai)思(si)博職業技術(shu)(shu)學(xue)院黨(dang)政主要領導(dao)帶(dai)隊(dui)來校尋求解(jie)決(jue)途徑(jing)。我們將繼(ji)續跟(gen)蹤推進,確保教職工的(de)合(he)法(fa)(fa)權益。
綜上所述,上次會議64件(jian)(jian)提案中(zhong),不宜采用和難以(yi)落(luo)實(shi)的(de)(de)共(gong)10項,占(zhan)15.6%;其余54件(jian)(jian),已經落(luo)實(shi)和正在(zai)(zai)落(luo)實(shi)的(de)(de)48件(jian)(jian),占(zhan)75.0%;還有(you)正在(zai)(zai)論證,經過努力(li)可以(yi)完(wan)成的(de)(de)6件(jian)(jian),占(zhan)9.4%。
提(ti)案委員會向(xiang)提(ti)案人發出《提(ti)案反饋(kui)意見評(ping)(ping)(ping)價表》,對職能(neng)部門承辦的64個提(ti)案給出“滿(man)(man)意”、“不(bu)滿(man)(man)意”、“無所謂(wei)”的評(ping)(ping)(ping)價意見。統計結(jie)果(guo)為(wei):2個提(ti)案被評(ping)(ping)(ping)“無所謂(wei)”,5個提(ti)案被評(ping)(ping)(ping)“不(bu)滿(man)(man)意”,57個提(ti)案都被評(ping)(ping)(ping)為(wei)“滿(man)(man)意”,提(ti)案反饋(kui)意見的滿(man)(man)意度為(wei)89.1%。
五、存在問題和今后的打算
提案工作(zuo)與過去相比有進步,但仍(reng)然存在一些問題和不(bu)足。
1.個別提案(an)承辦(ban)部(bu)門(men)對所辦(ban)理(li)(li)的提案(an)重視程度不(bu)夠,辦(ban)理(li)(li)過(guo)程拖拉(la),辦(ban)理(li)(li)質量(liang)不(bu)高。
2.雙代(dai)會代(dai)表提(ti)案(an)工(gong)作水平有(you)待提(ti)高,特別是提(ti)案(an)撰(zhuan)寫比較集中民生(sheng)福利(li),而對學校發(fa)展(zhan)大(da)局關注度不夠。
針對(dui)存(cun)在的(de)(de)問題,我們(men)提出改進工作的(de)(de)措(cuo)施:(1)加強與提案承辦部(bu)門溝通,提升(sheng)他們(men)對(dui)提案落實(shi)工作重要性的(de)(de)認識;(2)在可能的(de)(de)條件(jian)下,對(dui)雙代會代表進行提案方面的(de)(de)培訓學習,提高提案工作水平。
六、總結表彰
經工會委員會評選,2013年(nian)度(du)4個“優(you)秀(xiu)提案”和2個“提案承辦先進單位(wei)”分別是:
第一(yi),鄭永森(sen)、張(zhang)臻(zhen)、蘇文代(dai)表(biao)(biao)提出(chu)的“開設‘書(shu)(shu)院(yuan)(yuan)講壇(tan)’,推(tui)進書(shu)(shu)院(yuan)(yuan)制(zhi)改革(ge)和(he)文化(hua)育人工(gong)作”;第二(er),麻小紅、魯林華、施(shi)蓓、朱方來、鮑(bao)薇(wei)薇(wei)、邱浩(hao)、肖景文、王群、張(zhang)雷代(dai)表(biao)(biao)提出(chu)的“公布學校(xiao)(xiao)教師集資款(kuan)運營狀態”;第三,郭(guo)剛(gang)、吳(wu)鋒(feng)、余(yu)菲、李放、尹向(xiang)東、陳燕(yan)代(dai)表(biao)(biao)提出(chu)的“將無線網(wang)絡覆蓋整個校(xiao)(xiao)區”;第四,袁述義、楊燕(yan)云(yun)、文小龍代(dai)表(biao)(biao)提出(chu)的“制(zhi)作佩戴(dai)校(xiao)(xiao)徽”。
2013年度2個“提(ti)案承辦先進單位”分別(bie)是人事處、后勤基建處。
第二部分:本次雙代會提案和建議情況報告
按照學(xue)(xue)校(xiao)《教職工代(dai)表(biao)大會(hui)工作細則》和工會(hui)的有關規(gui)定,校(xiao)工會(hui)于(yu)今年3月(yue)初向學(xue)(xue)校(xiao)提交了(le)“關于(yu)召(zhao)開(kai)第五屆(jie)教代(dai)會(hui)暨第六屆(jie)工代(dai)會(hui)第二次會(hui)議的請示(shi)”,并于(yu)3月(yue)14日得到校(xiao)黨委批(pi)復,啟動大會(hui)的籌備程序,給各分工會(hui)發出了(le)向代(dai)表(biao)征(zheng)集提案(an)的通知。代(dai)表(biao)們圍繞學(xue)(xue)校(xiao)發展、人事制度改革以及教職工所關心的問題(ti),認真思(si)考,深入調研,廣(guang)泛聽取意見(jian),負責任地提交每一個提案(an)。
截至3月(yue)25日(ri),本次雙代會(hui)(hui)共(gong)收到99份提(ti)案(an)表(見附件(jian)2)。分(fen)為(wei)教學、科(ke)研、學生(sheng)、人事(shi)、行政教輔、生(sheng)活(huo)服務及其它等方面(mian)。會(hui)(hui)后,提(ti)案(an)工作委員會(hui)(hui)將本著(zhu)務實革(ge)新精神,對代表們提(ti)出的(de)提(ti)案(an)進(jin)行歸(gui)類整理(li),認(ren)真討論研究(jiu)是否(fou)立(li)案(an),同時送(song)校領導批示,提(ti)交相關職能部門落實辦理(li)。
